It’s hot it would burn you, its buzzing it would annoy you and most of all its Funny it would make you roll on the floor, laugh your a$$ off, simply put a big LOL.

Its been buzzing around, but still I am a bit confused, which is which? what is the real score? what is the real thing?

NTC had a proposal to Require License for online content developers, I read it first from Mike Abundo and it seems though that bloggers would be very much affected with this since we also do make contents online right? and oh yeah, friendster users, myspace users, twitter users, plurk users, and any other online users who make content, post content, like blogs, pictures and whatnot are included.

But then the next day, I was browsing through plurk and read about Winston Almendras‘ plurk about charging his readers and visitors from viewing his site because NTC would now also charge him for making contents online, but then again another plurker replied and said he is not included in the Memorandum Circular that the NTC was proposing.

Well if batangyagit is not included, well so that means to say most of the pinoy bloggers are also not included, because only content providers are being mentioned on the proposal as to what was being discussed on Winston’s plurk thread, so what do bloggers do if they don’t provide content?.. is it providing crap?

So, bloggers are still content providers, but they don’t charge so that means they don’t need to have licenses? What if I start to charge you for reading this post and each post here in my blog, would I need a license? And about the “nagiisue ng resibo thing” eh panu ung mga ringtones and such? wala naman resibo, pero kelangan ng license? kasi yun yung isang example sa thread eh… I am way too confused though, this thing really needs clarification same as to what Ms. Noemi Dado said.

This online content producers thing is way too broad now or is it just me? Alam mo naman iyang government, they tend to make things broad and unclear.

And oh yeah the public hearing was canceled today according to Mike Abundo. Another big LOL.

And dami daming dapat ayusin ng NTC, iyan pa ang inuuna.

@Ms. Noemi > yeah,it really is very broad, we need clarification as to whom does this pertain to… and if it does include us well… hindi talaga dapat, because wala na tayongs nyan kung ganun…

They said the proposal needs “further study”. That’s putting it mildly.

I asked my husband-lawyer to check on the wording of the memorandum and this is his opinion

” The definition of Content Developer is too vague and broad although it would appear to regulate content provided “for compensation”. It could be dangerous as it could be used to stifle the blogosphere…

    Bloggers should question this measure.

It’s not the money, although 6k is a lot. It’s using government policy to control and regulate content online. It’s a freedom of expression issue. It infringes on the constitutional right of free speech and expression.”
